Ezra and Associates, LLC is a Minority Business Enterprise (MBE) and is registered with the United States Federal Government System Award Management (SAM). The business is a continuation of a vision by Rev. Dr. Henry Clay Tutt, Senior. Dr. Henry Tutt believed in the power of changing communities by the redevelopment of the housing stock and commercial properties. Over time his vision was joined by his son Dr. Dwayne L. Tutt. Dwayne built his career by working in Real Estate and Market Research for The Kroger Company, Delhaize America (Food Lion, Harveys, Bottom Dollar Food and Blooms), Lowes Home Improvement Corporation and Vectren (Southern Indiana Gas and Electric Company).  He has almost three decades of retail and utility experience. The Tutts and their work have impacted communities from Kentucky, Indiana, Iowa, Texas, Ohio, Florida, Pennsylvania, California, North Carolina, Georgia by working with local governments, municipal utilities, big box retailers, supermarket chains, churches and developers to redevelop communities.

We, Ezra and Associates, LLC, specialize in evaluating existing economic conditions within a market and building successful business plans to bring rural, suburban, and urban renewal to towns and cities. Dwayne L. Tutt is an economist and completed his graduate work at the University of Kentucky. After graduating he taught economics 10 years as an adjunct professor for the University of Southern Indiana and the University of Kentucky Community College System. He has also taught Economics at Livingstone College in Salisbury, North Carolina.  Dwayne has presented business plans to city councils, major retailer real estate committees, banks, faith communities and private investors. He has led communities and businesses through the process of capital funding by private investments, commercial banking and municipal bonds.

Our team members have successfully advised investors on site selection and fuel center development for the Kroger Company in Virginia, West Virginia, Ohio and North Carolina. We have worked with local and city government officials to restore outdated shopping centers into vibrant retail centers. The staff has built an expertise in Enterprise Zone Development and federally designated food deserts.
